Instagram fan and community pages receive payments of Rs 2,000 to Rs 3,000 daily from offshore betting platforms to display their tags and tickers, according to the Advertising Standards Council of India's Half-Yearly Complaints Report 2024-25. These promotions, which direct users to unregulated sites, formed part of 890 illegal betting advertisements ASCI referred to the Ministry of Information and Broadcasting between April and September 2024. ASCI processed 4,016 complaints during the period, investigating 3,031 advertisements where 98 percent required modifications. Digital platforms accounted for 2,830 of these cases, or 93 percent of the total. Illegal betting emerged as the second most common violation, representing 29 percent of code breaches, with 831 Instagram posts featuring tickers that linked to offshore operators.

Key Offenders and Promotion Tactics

Platforms such as Mostbet7, Winmatch, and 4rabet led the violations, with 347, 254, and 113 advertisements respectively found non-compliant. ASCI identified 50 websites and social media pages actively promoting these services, alongside nine posts from influencers endorsing them. Fan pages, often unrelated to betting, integrate these subtle elements for quick payments, exploiting lax oversight on user-generated content.

ASCI collaborates with the Ministry of Information and Broadcasting to address these issues, resulting in the removal of several implicated pages. Betting remains prohibited under India's Public Gambling Act of 1867 in most states, with offshore sites evading enforcement by operating beyond jurisdiction.
